I.A.C.A. Task-Force „Constitution“

Concerns: Voting on new I.A.C.A. Constitution - Put in your own opinion!
It is really not common that the I.A.C.A as the head-association of the National Associations
or the charged Task-Force interferes into the discussion of a National I.A.C.A. member-association.
The statements of the VDAC Committee on the German homepage however require some comments.
1. A I.A.C.A Ballot is a voting procedure where each Fleet Member of all I.A.C.A. National Associations is invited to express his own and free opinion! This means that the respective National Association resp. its Committee should not interfere into the voting.
2. At the I.A.C.A. World General Meeting 2005 in France a Task-Force, consisting of Stefano Sirri (ITA), Patrick Balbo (FRA), Ian Johnson (AUS) and myself (SUI), have been charged to finalize the up-date of the I.A.C.A. Constitution, to organize the Ballot and evaluate the votes from the Fleet Members.
3. Concerning pt. 8.1 where the number of voices per nation are fixed, the Task-Force considered it to be fair and better balanced to attribute some more weight to the smaller and medium-sized I.A.C.A National Associations. (Remember that in the Task-Force large Associations as Australia, Italy and France were represented!)
In the past it happened often that larger National Associations forced their opinion through, thus just overruling smaller I.A.C.A. Associations.
(We however would like to point out that the number of votes in the up-dated Constitution are independent from the number of contingents (number of participants) per nation for World- or Continental Championship as expelled in the I.A.C.A. Championship Rules).
4. Further procedure
The Task-Force and the I.A.C.A. Committee will not enter furthermore into the German discussion about point 8.1 and relays on the believe that every Fleet Member will use his own and free opinion for the voting.
The voting ends by September 30th 2006 and the Task-Force would like to thank every participant.
