Dear A class Sailiors ,
please find herewith enclosed two more points of discussion proposed by
Switzerland.
One is a proposal of change in A Division minimum weight rule.
It may be an opportunity or a threat. The discussion is open. I kindly ask
all National Associations to debate this matter in order to have the
possibility to express the opinion of their members during the WGM. The
discussion is fixed at "Agenda point 11"
The second is a proposal of how to manage the hydrofoils transition rule.
The point, including a Commission report is already established in the
"Agenda point 8" and some other suggestions have been made by the Hydrofoils
Commission (see IACA website). The assembly will decide the best.

Agenda WGM 2006 in Västervik/Sweden (received 13.07.06)
The SACA would like to discuss and at the I.A.C.A WGM ,if agreed, have an decision on the following subjects:
1.0 Minimum boat-weight 70 kg
1.1 SACA Application
The SACA applies for a reduction from today 75 kg to 70 kg.
1.2 Arguments
-As the A-Cat is a high-tech ISAF construction class, the development has to be
on-going, always under the aspect that changes do not jeopardize the general
interests of the boat-class itself.
-The boat-builders, mast- and sail-makers proved already with today's
technologies and the modern materials available that lighter boats can be built
without risking stability and safety of the A-Cat.
-The SACA has discussed this matter earlier and last at the French Championship
at Cannes/F with positive responses. We therefore think that a further controlled step
down to 70 kg should be taken.
1.3 Procedure and timing
-The SACA kindly asks the I.A.C.A Committee resp. the IACA President to inform
the National Association about the SACA application and to publish this motion
on the IACA homepage as soon as possible, but prior to the WGM 2006.
-Discussion and decision at the upcoming WGM.
-In case of a majority approval a Ballot should be prepared by a Task-force to be
named at the WGM.
-Together with the dispatch of the Ballot the ISAF Technical Commission has to
receive a notice as information what the IACA is intending to change according to
the Ballot result.
2.0 Hydrofoils
2.1 Actual situation and report from the Task-Force
After the I.A.C.A Technical Commission could not agree on a final version the
I.A.C.A. Committee issued an intermediate ruling.
2.2 Point to discuss at WGM
The SACA would like that the future evaluation and activities about the Hydrofoil
question is a discussion point at the WGM. We do not want to go into technical
details and arguments but if e.g this new ruling should remain unchanged i.e. for 4
years and if the ISAF has already or will be informed about this measuring
procedure. We need to take the appropriate steps to make this ruling official
according to our Constitution.
